David T. Glenister, subject matter expert at Moebius Solutions Inc., has been recognized by Marquis Who’s Who Top Military for dedication, achievements, and leadership in defense.

With over three decades of experience to his credit, Mr. Glenister has established a successful career in the armed forces and defense, specializing in warfare strategy, understanding and improving the decision space, and integrating information technology (IT) and artificial intelligence (AI) into decision support. He currently excels as a subject matter expert for Naval Operations and Naval Warfare at Moebius Solutions Inc., a software development company that creates IT solutions focusing on battle management aids, a position he has held since 2021. In this capacity, he is primarily involved in developing a sophisticated calculator that addresses specific problems, such as optimal positioning. Drawing on his experience as a former ship captain, his background in naval operations and warfare, and his computer science expertise, he creates tools that provide decision support to current ship captains. He has also served as a senior strategy consultant and independent consultant since 2019.

Mr. Glenister’s experience also includes serving as a senior strategy consultant at Highbury Defense Group from 2019 to 2021, product owner for Agile Software Development at Highbury Defense Group from 2019 to 2021, and managing director of the Cyber Risk to Mission Working Group at Space and Naval Warfare Systems Command from 2016 to 2019. Prior to that, he was installation commanding officer at Fleet Activities Yokosuka, United States Navy, from 2013 to 2016, and section chief for the Joint Capabilities Division, J-8, The Joint Staff from 2010 to 2013. His military career includes commanding officer of USS Rentz from 2008 to 2009, strike group training and certification officer at the United States Third Fleet, U.S. Navy, from 2006 to 2007, deputy assistant chief of staff for plans at the United States Seventh Fleet, U.S. Navy, from 2004 to 2006, and Commanding Officer of USS Falcon from 2003 to 2004. Having served in the Navy for 30 years, he achieved the rank of captain.

Additionally, Mr. Glenister holds memberships with the Institute of Electrical and Electronics Engineers and the International Association of Strategic Planners. He has also dedicated his time as an adult leader for the Boy Scouts of America from 2010 to the present, has served as chairman of the Units and chairman of the Scouts BSA District for 20 years, and participates in Eagle Scout Boards of Review for the National Eagle. In light of his impressive undertakings, he has been honored with the Order of the Arrow, the District Award of Merit, and the Military Outstanding Volunteer Service Medal. Laying a solid educational foundation for these successes, he earned a Bachelor of Science in electrical engineering from the University of Notre Dame in 1990 and a Master of Science in computer science from Nova Southeastern University in 2003. He also holds certifications from the Defense Acquisition Workforce Improvement Act, including Engineering Level 1, Facilities Engineering Level 1, and Information Technology Level 3, all of which were awarded by the United States Department of Defense in 2018.

Mr. Glenister takes great pride in having developed a process known as the capability gap assessment, which integrated the chairman’s risk assessment and helped identify the most pressing global problems, determining where the Department of Defense should allocate resources. Additionally, he is proud of his work in creating the Cyber Risk to Mission process, which remains in use today. It involves leading a team to assess cyber risks to overall missions and was deemed highly valuable for the Department of Defense’s future endeavors. He attributes his success to his parents, especially his dad, who instilled in him the belief that anything worth doing is worth doing well. In the coming years, he is dedicated to continuing his engagement in strategic consulting work while still being open to new ventures. One of his aspirations includes writing a book that captures insightful anecdotes and decision-making strategies from his experience. He also envisions sharing valuable insights through a blog or website to reach a broader audience. Beyond his professional pursuits, he plans to travel with his wife, aiming to revisit places like Antarctica and various historical Mediterranean sites he previously explored solo.
