Mr. Riley has established a distinguished career in project management and construction, marked by nearly three decades of professional experience and a steadfast commitment to excellence. Since 2019, he has served as a senior project manager in the leasing division of the U.S. General Services Administration, a U.S. federal government agency based in Dallas, Texas. In this capacity, Mr. Riley manages projects characterized by high political and financial risk or significant scale, typically involving spaces of 10,000 square feet or more. He oversees a portfolio of 30 projects, directing his team in scheduling, budgeting, stakeholder engagement and risk management. Mr. Riley’s expertise in navigating complex federal projects has positioned him as a leader within the organization.
Promoted to his position, Mr. Riley initially served as a project manager with the General Services Administration in Fort Worth, Texas, from 2014 to 2019. During this period, he refined his skills in federal project oversight and established a reputation for managing large-scale initiatives with precision and integrity. Mr. Riley’s professional journey began with an exemplary military career spanning January 1990 to August 2014 in the U.S. Air Force. He retired at the rank of master sergeant (E-7), having declined promotion to E-8 to prioritize family commitments over additional years of service and deployment.
Throughout his military service, Mr. Riley developed deep expertise in construction management, engineering operations and leadership under demanding conditions. His military tenure also included pivotal roles, such as cable and antenna technician at Aviano Air Base in Italy between 1990 and 1992, contingency instructor at Ramstein Air Base in Germany from 2002 to 2006, and superintendent at Davis-Monthan Air Force Base in Arizona between 2006 and 2010. Additionally, Mr. Riley excelled as a group civil engineer at Kadena Air Base in Japan from 2010 to 2014, where he led the reconstruction of a $250 million special operations group complex.
Mr. Riley obtained a Bachelor of Applied Science in project management from Colorado Technical University in 2010, a Master of Business Administration from the University of Phoenix in 2013, and a Master of Science in construction management and technology from Arizona State University in 2021. His credentials are further bolstered by numerous certifications that underscore his expertise. Among them, Mr. Riley obtained credentials as a level II contracting officer’s representative through Federal Acquisition, a senior-level program management certification from the Federal Acquisition Institute, and a master certificate in project management and essentials of government contract management from Villanova University.
Active engagement with industry organizations has been a central component of Mr. Riley’s career growth. He is a member of the Construction Management Association of America, Project Management Institute and the Air Commando Association.
Mentorship and servant leadership are core values for Mr. Riley, shaped by influential figures throughout his life, including his parents, both of whom are U.S. Air Force veterans. Looking ahead, he is eager to continue progressing. He aspires to advance into higher leadership roles within the General Services Administration, such as division head or regional commissioner, where he can influence systems improvement on a national scale. He is also pursuing a Doctor of Business Administration with a focus on project management at Liberty University, which will enable Mr. Riley to gain additional expertise and further progress in his career.
