Commander Matt “Penguin” Tallyn, USN (Ret.), chief executive officer at Approach Expert Advisors, has been recognized by Marquis Who’s Who Top Military for dedication, achievements, and leadership in military service and aerospace consulting.
With nearly 25 years of experience, Mr. Tallyn has established a successful career in military consulting, specializing in aviation and aerospace. Since 2024, he has led as chief executive officer of two complementary companies, Approach Solutions and Approach Expert Advisors. Additionally, he served as business development manager at BlueHalo from 2022 to 2023. Approach Solutions is a specialized team dedicated to developing an advanced warfighting decision aid for space operations, leveraging deep expertise from aviation and aerospace professionals, including a TOPGUN-trained tactical expert, a PlayStation 4 creative designer, and a leading orbital analyst. Approach Expert Advisors provides consulting services for government contracting in the aviation and aerospace sectors, focusing on decision-making and advanced software development for visualizing contested space domains.
Mr. Tallyn also dedicated 23 years of service in the U.S. Navy as a naval flight officer, flying F-14 Tomcats and F/A-18F Super Hornets, and was recognized as a TOPGUN graduate. His various roles included commander, operational space subject matter expert, space cadre program leader, and operations division chief. He also served as joint fires element operations officer, department head, strike operations officer, and instructor weapons system officer, among other key positions.In the final decade of his military career, he worked closely with the U.S. Air Force and U.S. Space Force, playing a pivotal role in integrating naval operations within the space domain. He retired with the rank of commander. In light of his impressive undertakings, he earned him numerous honors, including the Bronze Star for actions in Iraq in 2008 and 2009, the Defense Superior Service Medal, two Defense Meritorious Service Medals, the Air Medal Strike/Flight Award, three Navy Commendation Medals, the Army Commendation Medal, and three Navy Achievement Medals.
Mr. Tallyn laid a strong educational foundation, earning a Bachelor of Science in aeronautics from Purdue University in 2000 and a Master of Science in space studies, graduating with honors from American Military University in 2018. He is a certified drone pilot through the Federal Aviation Administration and holds a Space Systems Certificate from the Naval Postgraduate School. Additionally, he possesses an Airframe and Powerplant Mechanic License from the FAA, a PADI Open Water Diver scuba certification, and a private pilot license.
Mr. Tallyn attributes his success to pursuing his passions with dedication and finding fulfillment in his work. He also credits his perseverance and steadfast mindset, driven by a commitment to contribute positively to his country and uplift those around him. By fostering collaboration and supporting community growth, he strives to make a lasting, positive impact. Looking ahead, he plans to embark on a global adventure with his wife, embracing life to its fullest. At the same time, he remains committed to expanding Approach Expert Advisors, using his fighter pilot experience and tactical expertise from the Navy to advance space warfare strategies. His goal is to integrate the principles and tactics of the TOPGUN program into the evolving field of space warfare, particularly through collaboration with the U.S. Space Force.
