Robert B. Winters, deputy director of operations NCR at Army Rapid Capabilities and Critical Technologies Office, has been recognized by Marquis Who’s Who Top Military for dedication, achievements, and leadership in public safety.

With nearly a decade of experience, Mr. Winters has built a successful career in public safety and administrative support systems, specializing in public safety, administrative and support services, problem-solving, time management, project management, and analytical skills. Since 2023, he has served as deputy director of operations for the Army Rapid Capabilities and Critical Technologies Office in the National Capital Region. In addition, he has been the senior operations manager at Radiance Technologies since 2022 and a project manager professional for Force Protection Systems since 2021. He also held the role of Force Protection Systems LNO Forward in Kuwait City, Kuwait, starting in 2020, and has served as outreach and assessment senior advisor for the Rapid Equipping Force since 2015. 

Mr. Winters’ experience also includes serving as a senior instructor for ROTC and as an instructor at the Georgia Institute of Technology. His military career spanned from 1987 to 2016, during which he retired as a first sergeant and held the position of command sergeant major while stationed in Germany. He is a member of The Association of the United States Army and the National Association for the Advancement of Colored People, volunteers in his local community, contributes to his church, and offers time on weekends whenever possible. In light of his impressive undertakings, he was honored with the Bronze Star Medal with Valor Device in 2005, Bronze Service Stars, and the Civilian Mandatory Service Medal.

Laying a solid educational foundation for these successes, he earned a Bachelor of Business Administration in business, management, marketing, and related support services from the University of Maryland Global Campus in 2015, a Bachelor of Management Studies from the University of Maryland from 2012 to 2015, and a Master of Business Administration from Trident University International from 2016 to 2017. He also holds a CDL Class B license from the Commonwealth of Virginia, is a certified PMP from the Project Management Institute, and has a Department of Defense Sexual Assault Advocate Certification from the United Latino Students Association.

Reflecting on his path, Mr. Winters was inspired to join the military after spending some time in college, seeking a new direction and finding the military to be an appealing option. He attributes his success to the positive influence of several role models he encountered throughout his early career, even before joining the army. His journey began as a pantry chef at a restaurant before enlisting at the age of 18. He emphasizes the importance of self-motivation and the desire to improve his circumstances for himself and his family. His goal has always been to provide a stable environment for his children, allowing them to focus on their education without worrying about basic needs. Looking to the future, he is currently working towards obtaining his Practitioner Certification with the Defense Acquisition University by the end of the year. This certification is crucial for his role in government contracting and complements his existing Project Management Professional (PMP) certification, which is recognized in the civilian sector. Following this, he plans to pursue the military PMP certification. He is committed to his career in the government sector and aims to reach the Senior Executive Service level, equivalent to the rank of a one-star general in the military hierarchy.
