David D. Kirtley, retired brigadier general at the National Guard Association of Mississippi, has been recognized by Marquis Who’s Who Top Military for dedication, achievements, and leadership in military service.

Mr. Kirtley has dedicated over 40 years to service in the military, serving with the National Guard Association of Mississippi (NGAMS) from 1960 until his retirement in 2000, where he conducted numerous investigations on behalf of the National Guard. NGAMS is an organization composed of military personnel dedicated to supporting the National Guard’s role in Mississippi and the United States in ensuring national security. Established in 1932, NGAMS advocates for the needs of guardsmen at the state level in legislative matters, promoting the interests and effectiveness of the National Guard. During his time with the U.S. Air Force, he achieved the rank of brigadier general, where his duties included communications and cryptography. In addition to his military service, he worked as a police officer with the Jackson, Mississippi Police Department. His career also included time as an Emergency Medical Technician, during which time he delivered five babies.

Building a strong educational foundation, Mr. Kirtley’s success earned a bachelor’s degree from Jackson State University. Additionally, he has been an active member of several civic organizations, including Junior Chamber International Inc., an organization that offers an avenue for individual development and cross-cultural understanding through opportunities like volunteering and interning abroad. Among his many achievements, he is particularly proud of receiving the Legion of Merit from the U.S. Air Force, which is awarded for exceptionally meritorious conduct in the performance of outstanding services and achievements. 

Mr. Kirtley has also remained actively involved with the National Guard community through his participation as a chairman of the At Ease Gang since 2014. Officially known as the Committee on Continuity, the group consists of retired officers from the Mississippi National Guard. They support military families and communities, participate in state and national conferences, and attend the Adjutant General’s annual Retiree Day at Camp Shelby, Mississippi. 

Mr. Kirtley attributes his success to hard work and dedication, qualities that were instilled in him from a young age. Looking ahead, he is committed to maintaining and strengthening his professional network and sharing his insights and experiences with others. He advises aspiring professionals to always strive to do their best in every position they hold.
