He notably served as the operations officer for the multi-jurisdictional Trojan Horse annual major maritime security exercises, which stretched from the Ambrose anchorage up the Hudson River to the Troy Locks.

Although now properly retired from military service, LtCol Black continues to serve in various roles aimed at improving public safety and cybersecurity, as well as maritime, facility and business security. As part of his vocational journey, LtCol Black also pursued a formal education, ultimately achieving both a Master of Arts in political science in 1974 and a Master of Philosophy in international relations in 1976 at Columbia University. From these endeavors, he published a number of scholarly monographs, chapters in books and articles in various periodicals.

Well-regarded for his accomplishments in the field, LtCol Black has been honored with several accolades over the course of his career, including the Department of the Navy Award of Merit for Group Achievement and a New York State Meritorious Service Medal in 2009. Without them stalwartly doing their part, I would not have accomplished what I did.”
