Evelyn Foote, Retired Military Officer at United States Army, has been recognized by Marquis Who’s Who Top Military for dedication, achievements, and leadership in military command.
Brigadier General Foote initially obtained a Bachelor of Arts in sociology, summa cum laude, from Wake Forest University in Winston-Salem, North Carolina in 1953 and later obtained a Master of Science in government and public affairs in 1977 from Shippensburg State University in Pennsylvania. Her military career comprised coursework with the U.S. Army Command and General Staff College at Leavenworth, Kansas from 1971 to 1972, the U.S. Army War College in Carlisle, Pennsylvania from 1976 to 1977 and the Foreign Service Institute with the Department of State in Washington from 1982 to 1983. In addition, BG Foote is a 1980 graduate of the Executive Program of the University of Virginia and earned an honorary Doctor of Laws from Wake Forest in 1989.
BG Foote initially served her country with the United States Army for three decades, from 1959 to 1989 before she was recalled to active duty to the Senior Review Panel of the U.S. Army in 1996, serving for one year. During her career, she held numerous command and staff positions that included platoon officer and later commander in the Women’s Army Corps; selection officer in the 6th Recruiting District in Portland, Oregon; chief of the administrative division of the Army’s public affairs office in Vietnam, where she held the distinction of being the first woman to hold the position. BG Foote also flourished as the first female brigade commander in Europe and became the first female inspector general in the Army in 1986, the year she was promoted to brigadier general. At the time she was one of only four female generals in the Army.
BG Foote’s numerous military honors include the Army Distinguished Service Medal, the Legion of Merit with Oak Leaf Cluster, the Bronze Star Medal, the Meritorious Service Medal with two Oak Leaf Clusters, the Army Commendation Medal with Oak Leaf Cluster, and the Army General Staff Identification Badge. The government of Germany additionally honored her with the Federal Cross of Merit for her service as Command of the 42 Military Police Group from 1983 to 1985.
After he graduation from Wake Forest in 1953, BG Foote worked with the Federal Bureau of Investigation and the Washington Daily News and Blue Cross/Blue Shield before joining the Army after learning that female offers had achieved pay parity with male officers. She maintains that her career highlight stemmed from the Army’s willingness to allow her to be creative to think and to lead and to incentivize people to be promoted and contribute.
Now in her nineties, in the coming years BG Foote plans to continue working on projects such as military personnel management, promoting career opportunities for both men and women and helping to deal with issues dealt by organizations she has been affiliated with, including the Army Women’s Foundation. She will continue to maintain close contact with the military and become more involved with her community, and has no intention of retiring.
