As the president of GH Parlier Consulting since 2003, he has excelled in providing strategic guidance to U.S. and foreign government agencies, alliance and coalition partners, Congressional commissions, national and international research centers, private industry, and professional societies. His wealth of expertise in military operations research and strategic analytics for national defense has been instrumental in enhancing tactical combat overmatch, operational advantage, defense enterprise management, and strategic deterrence.
Dr. Parlier’s extensive career includes notable roles such as serving as a research staff member at the Institute for Defense Analyses from 2003 to 2015 and as an adjunct professor of operations research at North Carolina State University from 2015 to 2022. He also held the position of special assistant to the under secretary of the Army from 2018 to 2019. His leadership as the vice president of strategic planning at Research, Systems, and Analytical Engineering Inc. from 2005 to 2007 and the chair of strategic technologies at SAIC from 2005 to 2009 further underscores his influence in shaping defense strategies.
In addition to his consulting work, Dr. Parlier has contributed significantly to academia and research. He was active as a senior research scientist at the University of Alabama in Huntsville from 2003 to 2005 and has found further success as an advisor for the Defense Strategies Institute since 2012. His involvement with the National Academies of Science and Engineering on multiple committees between 2000 and 2023 highlights his commitment to advancing scientific inquiry in defense-related fields.
Dr. Parlier’s military service is equally commendable. He held various command positions within the U.S. Army, including director of program analysis and evaluation at the U.S. Army Recruiting Command from 1998 to 2002 and deputy commander for transformation at the U.S. Army Aviation and Missile Command from 2002 to 2003. His tenure as battalion commander of the 5-2 Air Defense Artillery Regiment in Germany from 1992 to 1994 further exemplifies his leadership capabilities.
Dr. Parlier has amassed a number of impressive academic credentials as well, including a master’s degree in operations research from the Naval Postgraduate School in 1983. a master’s degree in national security studies from Georgetown University in 1988, and a Doctor of Philosophy in systems engineering from Wesleyan International University in 2004. His educational achievements have been complemented by numerous certifications, including those from Oxford University and MIT Sloan School of Management.
Dr. Parlier’s dedication extends beyond his professional endeavors into civic engagement and mentorship. As a military emeritus docent at NASA’s George C. Marshall Spaceflight Center since 2017, he has imparted his knowledge with future generations. Likewise, he was recruited as a mentor for Georgetown University’s ROTC program from 1996 to 1998. His involvement with organizations such as the American Battlefield Trust and George C. Marshall Foundation remains a testament to his commitment to preserving military history.
Throughout his career, Dr. Parlier has received numerous accolades, including the Franz Edelman Award for Achievement in Operations Research in 2006. And the Koopman Prize from INFORMS MAS in 2012. He is also proud to have offered his perspective and experience to more than forty-five major technical reports and several book chapters, with notable works such as “Transforming US Army Supply Chains: Strategies for Management Innovation.” Looking toward the future, Dr. Parlier hopes to continue to shape military operations research and strategic defense initiatives worldwide.
