William Scott Gallaway, colonel in the United States Army, has been recognized by Marquis Who’s Who Top Military for dedication, achievements, and leadership in the armed forces.

With over two decades of experience, Mr. Gallaway has established a distinguished career in the armed forces. He currently serves as colonel and director of material at with the Department of the Army, G-8, U.S. Army, a position he has held since 2023. In this role, he manages over 500 Army modernization programs, oversees the Army’s $20 billion and $30 billion annual modernization budgets, and leads efforts to automate long-term strategic analysis processes. He also develops risk-informed modernization options for senior Army leaders and prepares strategic investment recommendations for the Secretary of the Army and the Chief of Staff. In January 2025, he will transition to senior director of government relations at Sierra Nevada Corporation.

Mr. Gallaway’s extensive experience includes serving as chief of staff for the 25th Infantry Division and U.S. Army Hawaii from 2021 to 2023, where he led the Army’s response to the Red Hill water crisis, assisting 2,935 military families. He was deputy chief of staff for strategy and plans at NATO Training Mission – Afghanistan from 2020 to 2021 and brigade commander for the 4th Combat Aviation Brigade, 4th Infantry Division, from 2017 to 2019. His earlier roles include battalion commander for the 1st Battalion, 82nd Combat Aviation Brigade, 82nd Airborne Division, from 2012 to 2015, special assistant to the Army Chief of Staff from 2011 to 2012, brigade and battalion operations officer for the 10th Mountain Division from 2008 to 2011, and Army strategist with the Army War Plans Division from 2005 to 2007. He earned a Bachelor of Science in environmental economics from Rutgers University, a Master of Military Art and Science from the U.S. Army Command and General Staff College, and a Master of Public Administration from Harvard University. He also earned a PhD (ABD) in international relations and comparative politics at the University of Denver.

Reflecting on his path, Mr. Gallaway’s achievements include leading U.S. and NATO operations during the Afghanistan withdrawal and providing critical support to allied operations worldwide. In light of his impressive undertakings, he was recognized with honors such as the Bronze Star Medals and Distinguished Service Medal. He attributes his success to the values instilled during his Army career and the support of his family. Looking to the future, he plans to focus on government relations and business development in the defense industry.
