Judy C. Frilando, MPA, foreign disclosure officer with Space Systems Command at United States Space Force, has been recognized by Marquis Who’s Who Top Military for dedication, achievements, and leadership in the armed forces.
Ms. Frilando has dedicated her career to serving in the armed forces. She currently excels as a foreign disclosure officer with the United States Space Force, a role she has held since 2020. In this capacity, she is responsible for reviewing all documents before they are released to foreign nations, either through their government or industry, determining who can have access to space systems command, and training new personnel. Prior to this, she served as an international project manager with the United States Department of the Air Force from 2015 to 2020, an acquisitions program manager and project manager from 2010 to 2015, and a contract negotiator from 2001 to 2010, all within the Department of the Air Force. She began her career with the Department of Defense Program at the Space and Missile Systems Center, Los Angeles Air Force Base, and completed an internship with the Presidential Management Fellow Program. Additionally, she is a member of the American Society for Public Administration and Black Professionals in International Affairs, serves as a director for Share His Heart International Inc., a Christian humanitarian nonprofit organization, and is involved with the American Cancer Society.
Laying a solid educational foundation, Ms. Frilando earned a Bachelor of Arts in business administration and economics from Fisk University and a Master of Public Administration with an emphasis in budget and finance from the University of Tennessee. Reflecting on her career, she says that during her internship with the City of Knoxville as part of the Presidential Management Fellow Program, she gained valuable experience managing construction projects. As a result of her outstanding performance, she was sought after by the United States Department of the Air Force and eventually accepted a position with Los Angeles Air Force Base. Additionally, during her four years working for the Space Systems Command, she started as a contract negotiator and moved up to become a program manager for the ground system, becoming part of the international team. She takes great pride in her involvement in international affairs, meeting with various international partners from all over the world, which has helped her learn more about their systems.
Ms. Frilando attributes her success to persistence and commitment. In addition, she has been significantly influenced by her two uncles, both aerospace engineers. Her parents have also been a significant source of inspiration, instilling in her the belief that she could achieve anything she set her mind to. In the coming years, she plans to retire. However, she intends to focus on her nonprofit organization and participate in programs run by the American Cancer Society. She also wants to travel more and undertake missionary projects. She is also aiming for a promotion in the field of foreign disclosure or international affairs, areas that deeply interest her. She aims to expand her expertise, gain more experience, and develop a deeper understanding of international relations to become more involved in the field and make a meaningful impact.
