John R. Kirkland, mayor of River Bend, North Carolina, has been recognized by Marquis Who’s Who Top Military for dedication, achievements, and leadership in municipal government.

With nearly 70 years of experience to his credit, Mr. Kirkland has excelled as mayor, council member, and member of the Water Ways advisory board of River Bend, North Carolina. In his role, his responsibilities include running town council meetings, executing legal documents, and representing the town in public affairs. He garnered a stellar reputation as an officer in the United States Coast Guard from 1955 to 1984. He worked as a facility manager with the Association of Plant Engineers from 1970 to 1974 and later as a manager of the electric board division at General Dynamics from 1985 to 1995.

Before embarking on his professional path, Mr. Kirkland pursued an education at the United States Coast Guard Academy where he earned a Bachelor of Engineering in naval architecture and marine engineering in 1954. He concluded his studies at Rensselaer Polytechnic Institute, graduating with a Bachelor of Engineering in civil engineering in 1958. Beyond his responsibilities within the field, he has participated in numerous endeavors outside of his professional circles. He contributed as a member of his church on various church activities.

In addition to his primary vocation, Mr. Kirkland remains affiliated with various organizations in relation to his areas of expertise. He was a member of the Association of Plant Engineers and served as vice-chair of the coastal regional solid waste management authority for the Craven County Board. In light of his impressive undertakings, he has accrued several accolades throughout his career. He was selected for inclusion in multiple editions of Marquis Who’s Who Top Military and presented with the Volunteer’s Award by the White House in 2023.

Mr. Kirkland considers the teams he was a part of and the camaraderie he experienced as some of his most notable career experiences. His tenure in the United States Coast Guard provided him with the opportunity to spend time in Europe, Japan, the Soviet Union, and Ukraine during which he accrued valuable and unique insight into the realities of living in economically challenged nations. In the immediate future, he intends to continue serving and living in the area as well as enjoying and participating in local social events.
